In all of Missouri, only eighty-nine people who need AIDS medication applied for funding.

At first, the Health Department anticipated it would have to hold a lottery to determine which Missourians would get assistance.

But the lottery was cancelled, because so few people applied for aid.

AIDS advocate David Peters says the number of applicants is low because the Health Department is unfairly limiting the pool of eligible applicants.

Peters wants the Health Department to raise the income cap to increase the number of eligible applicants.

A Health Department spokeswoman says there are no plans to raise the income cap.
