The Missouri Senate has given final approval to a bill that would change how members of the St. Louis' special school district are chosen. For the next two years, school board members would be appointed by a new governing council rather than elected by the people.

Senator Wayne Goode is the only St. Louis Democrat who supports the bill.

But St. Louis Senator William Clay says the measure is irresponsible and will disenfranchise thousands of voters. The bill needs final approval from the House before going to the governor.
