The Senate is trying desperately to reach a settlement to end costly court-ordered payments for school desegregation. One part of the settlement calls for the elimination of the St. Louis School board. St. Louis Senator Bill Clay wrote the measure.
Clay would want the St. Louis Mayor to pick the School Board, a plan that would strip Dr. Cleveland Hammond of his position as Superintendant
