Missouri House gave final approval to a measure that is just a few routine votes away from landing on the governor's desk. Princess Reyes has more on this story from Jefferson City:

This bill would make wearing helmets mandatory only for riders under 21. St. Louis representative Emmy Mc Clelland says making this bill into law could be disastrous.

Actuality:[159K WAV file - Mc Clelland ]
RunTime: 15 sx
OutCue: "...lifelong disability."
Contents: Mc Clelland says not wearing helmets could lead to deaths and lifelong disabilities.

Supporters of the bill say no one can predict what will happen to riders if they don't wear helmets. They say riders should have the right to decide.
