Senator John Russell, chair of appropriations, says that new projects in St. Louis are in jeopardy due to Missouri's economic status.

Economists testified before a joint meeting of House and Senate budget writers.

The economists do not predict a promising outlook.

Because of these glum economic conditions, Senator John Russell says that it is not the right time to be considering the building of a new stadium.
