Senator Wiggins Gives Emotional Budget Plea

Term limits and budget woes combined for high emotion on the floor of the Missouri Senate.

Senator Harry Wiggins of Kansas City is one of 12 senators who can't run for re-election because of term limits.

That means there's only one month left before the end of his last legislative session.
