Senators offered 17 amendments to the bill, and despite Sen. Jon Dolan's continuous efforts to avoid creating a legislative freight train, the measure picked up too many issues and was sent back to committee.

Dolan said the back breaker was the final amendment offered by Sen. Mary Bland which involved the sticky issue of racial profiling.

Contents: Dolan says to Bland that adding the amendment would kill the bill.

The bill also increases the fine for not wearing a seat belt from 10 to 15 dollars.
