Senator Delbert Scott of St. Clair says his bill protects from election fraud.

After being introduced on the Senate floor, the bill was amended by John Griesheimer of Franklin to exempt voters 70 years or older from being required to present identification.

But Democrat Senator Victor Callahan of Independence says this bill may infringe on voters rights.

"You know I like the Senator from Franklin's amendment, other than I wish we could change it to age 18. And we seem to on the one hand be saying `You know this is going to hassle senior citizens, but it's okay to hassle everybody else?'"

Several senate officials confirmed that this filibuster is expected to run into the morning hours.

From the State Capitol, I'm Dan Frumson.
