A House Committee opposed the budget withholdings and passed the bill of appropriating money to help the natural disaster recovery.
Wrap:The bill appropriating 150 million dollars from the Budget Reserve Fund passed 22 to 1 in the Missouri Legislature.
The committee chose an actual spending cut in the next three years instead of taking the entire amount in one fiscal year.
House Budget Chair Ryan Silvey says it is unconstitutional to withold money when revenue meets its expectation and it will hurt some programs in the long run.

Silvey says he hopes the bill will be on the House floor tommorrow, which will eventually push Gov. Jay Nixon to amend his call.
