Concern over health insurance implementation is far from over after a vote nearly took place last week.

The exchange would be the beginning stage of implementing Obama's federal health care plan.

Senator Jane Cunningham said she was absolutely horrified by Insurance Director John Huff's attitude towards taxpayer money.

An executive order over a health care exchange did not take place last week, but lawmakers still think the legislative process was not being followed.

Cunningham says that regardless of the terms used to describe the Governor's office involvement, she felt that an executive order basically took place.

Wrap: A health care grant worth 21 million dollars was to be voted on at a health insurance board meeting last Thursday. 

Once senators received word, they rushed to stop a vote from taking place.

Senator Jane Cunningham of St. Louis says senators were completely left out of the discussion and had no communication with the board.

She says she felt voters rights were being ignored by this health care proposal.
