House Appropriations Committee Chairman discusses sales tax bills

Wrap: Democratic House Appropriations Committee Chairman Chris Kelly admits he likes the similar theory behind a colleague's sales tax plan.

But, Kelly says there is one big difference between the two.

His plan works in steps while Saint Louis Republican Representative Andrew Koenig's plan makes the transition in one jump.
