Date: April 16, 2012
By: Matt Evans
State Capitol Bureau

Intro:

RunTime:  0:40
OutCue:  SOC

Wrap: Last week, a Cole County Circuit Judge threw out a ballot initiative that would replace Missouri's income tax with an expanded sales tax based on the auditor's financial analysis.

The Missouri State Auditor Tom Schweich originally estimated if voters approved the initiative Missouri could gain up to $300 million or lose up to $1.5 billion - he's standing behind that and challenging the judge's ruling.

Actuality:  SCHWEIC2.WAV
Run Time:  00:05
Description: "We're appealing because we believe the original fiscal note we submitted was accurate."

A final decision will have to be made and more than 100,000 signatures collected before the ballot initiative deadline in three weeks.

Wrap: The ballot initiative would give the voters the chance to repeal Missouri's income tax and replace it with an expanded sales tax.

The Missouri State Auditor Tom Schweich originally estimated this could either gain Missouri as much as $300 million or lose up to $1.5 billion.

A Cole County Circuit Judge said those figures were based on a biased analysis - and threw out the ballot initiative.

But Schweich is now appealing that ruling and says his original numbers were accurate.

Actuality:  SCHWEIC3.WAV
Run Time:  00:05
Description: "Based on the data we received during the 20-day submission period, that seemed like the reasonable range."

A final decision will have to be made and more than 100,000 signatures collected before the ballot initiative deadline in three weeks.
