Carnahan's challenge to Clay puzzles state Democratic Primary.

Redistricting results in a decision by Russ Carnahan to challenge Lacy Clay for the St. Louis City congressional district. Carnahan's decision has left state Democratic lawmakers puzzled.

Wrap: Saint Louis City Democratic Representative Mike Colona says Carnahan's challenge was inevitable without the Supreme Court's final decision on the congressional map.

He said the court's decision may avoid a primary altogether.
