Wrap: A proposed amendment to the Missouri Constitution would allow the government to issue bonds to fund projects for the state's public universities and highways.

But, some representatives say they are upset that part of the measure aimed at helping women and minorities has been struck from the legislation.

Columbia Representative Chris Kelly has been working on this issue for five years, and says there is still hope as the measure heads to the House floor.

Description: "I'm not a fortune teller, I'm a legislator. But, I think we're still alive and we're still in the game. I don't know yet, but I'm going to work until they ring the bell.

The measure has three weeks to get through the legislative process.

Wrap: Representative Gail McCann Beatty says she will not support a proposed amendment to the Missouri Constitution because part of the measure aimed at helping women and minorities has been struck from the legislation.

During a meeting of the House Budget Committee this morning, McCann Beatty tearfully asked why that part of the measure was removed.

Actuality:  MCANN1.WAV
Run Time:  00:08
Description: "You have removed all of the paragraph relating to minorities and women." "I have." "And I need you to explain to me why."

Co-sponsor of the legislation, Columbia Representative Chris Kelly, says that the language has been removed becasue it was just a restatement of current law.
