State Education Board President Peter Herschend says state oversight might not be ideal for struggling schoools, it may be the only short-term solution.

Description: Right now, we're trying to form a new policy that will have many, many moving parts for 62,000 kids in this state. That's the genisis of where we're coming from. And it's going to be EXTREMELY difficult just to get that done.
