Senate moves to perfect bill to allow use of deadly force by police

Date: April 8, 2016
By: Ryan McGrath
State Capitol Bureau
Links: SB 661

Intro:
The Senate gave first round approval to a bill that would restrict when when police can use lethal force.
RunTime: 0:34
OutCue:  SOC

Wrap: The bill's sponsor is Springfield Republican Senator Dixon.

Actuality:  RM46Q1.WAV
Run Time: 00:16
Description: "And the reason I supported the amendment last year and why I continue to support it is we're talking about the citizens' constitutional rights, and right now they don't have the ability to walk into court and say 'hey my rights were violated'."

The bill would impose further restrictions on when police could use lethal force.

In addition, the bill would allow citizens to file a lawsuit if they feel that their constitutional rights were violated.

The Senate approved a bill to add restrictions to when police can use lethal force.
RunTime: 0:41
OutCue: SOC

Wrap: The bill would impose additional restrictions on when police can use lethal force.

In addition, it also permits a lawsuit if a person felt constitutional rights had been violated.

That provision raised objections from St. Charles Republican Senator Bob Onder.

Actuality:  RM4616Q2.WAV
Run Time: 00:19
Description: "The concern ultimately is that if we have a new state cause of action that in any way is more lax than the federal standard then our state courts would be flooded with potentially frivolous lawsuits."

The measure faces one more Senate vote before going to the House.
