    Description: Repeal a restriction on use of some state revenue bonds for new buildings. The amended SS would prohibit the governor's administration from extending existing bonds for projects like the Rams stadium without legislative or voter approval. The SS was heard in H Budget, but never got a vote. This is required for the legislature's plan to expand their facilities by taking over the Transportation Dept. building and building a new buildng for Transportation. The SS creates a new method by which the legislature can borrow money for construction without voter approval.
