Description: Extend the number of Public Service Commission from five to eleven. Require at least three PSC members be actively engaged in agriculture production. HA 2 would repeal the 1976 voter approved ban on private electric utilities from passing on to customers "construction work in progress" for the cost of plant construction before it is providing power to customers.
