Description: Cut the top income tax rate. Impose a tax on out-of-state companies making sales in Missouri and "marketplace facilitators" that facilitate sales to Missourians by out-of-state businesses. In 2018 in the Wayfair decision, the U.S. Supreme Court expanded power to states to tax out-of-state sales. Legislative staff estimate the CCS online sales tax provision would generate could boost General Revenue by up to $140 million in FY 2029 (the first year of full implementation of the bill). But a provision cutting income taxes could cut GR by up to $350 in the same fiscal year.
