Description: The final CCS would impose work-program restrictions on the welfare programs. Expand the requirement for seeking a job for food stamps and impose a 45 month life-time limit for TANF (Temporary Assistance for Needy Families). In his veto letter, Nixon termed it poor tax policy to award a tax break to businesses that wash dirty clothes, but deny the same tax break to manufacturing companies.
