"IF THEY GET THE MONEY FROM THE STATE I THINK MOST PEOPLE WILL SAY THEN YOU DON'T NEED ANY MORE OF MY MONEY. SO, I THINK HE'S BOXED HIMSLEF IN, AND THE SCHOOLS WILL NOT GET ANY MONEY FROM WITHOLDINGS UNTIL PROBABLY MAY AT THE EARLIEST."

Bearden thinks the governor will not release the funds, saying he can't help but think the governor considered the levies in his decision.

However, the governor's communication director says the governor will release money for education when he feels it is fiscally responsible.
