The Governor announced a five person panel to study the relationship between secular and religious charities.
Two of the panel's members are from St. Louis and have been appointed to other positions previously by Governor Blunt.
He said that the bureaucracy in state government often makes religious charities a better alternative to those in need, but that the program's religious component is not the centerpiece of the plan.

Director of Social Services Deborah Scott, said Faith-Based Missouri is unique because it will allow state funds to go religious groups in order to help Missourians.
