Senators filibuster secret-ballot resolution

Intro:  Debate on a proposal to ensure union votes are kept secret stalled in the Senate on Wednesday as two legislators filibustered the issue.

Wrap: The discussion lasted for nearly the entire morning session.

It focused on a constitutional amendment to make sure unions can't see workers' votes. 

But debate didn't end there.

Senate Democratic Leader Victor Callahan also used a tongue-in-cheek amendment to counter the resolution.

Despite the Democratic filibuster, the Senate Republican leader said he expects the proposal to pass.

If it does, it will put a state constitutional amendment on the ballot.

The measure was prompted by a federal bill that would not keep union votes secret.
