Republican Senator Mike Kehoe says the bill would help local governments get vital tax dollars from the sales of cars and trucks, so he wants to put it in the constitution.
If the measure passed by voters, a person from St. Louis who buys a car in Illinois would still be subject to the St. Louis sales tax.
The House's Small Business Committee has given its approval to the idea, but not before Republican Representative Kurt Bahr tweaked some of the bill's language that he says will help it in the judiciary process.
