Wrap: In a letter sent to state lawmakers Friday afternoon, Governor Jay Nixon called proposed cuts to welfare programs, draconian.
Nixon says an 80 million dollar increase in revenue from this year means lawmakers don't have to follow through on the proposed cuts included in the Senate's budget.
The letter comes as House and Senate negotiators are set to reconcile differences between each chamber's budget over the next few days.
