Wrap: Republican Senator David Sater said changes to Medicaid are necessary to better fund state programs such as education.

Both Democrats on the committee argued the measure was too broad and would leave all Medicaid recipients uncertain of their benefits.

The bill was not specific on how to control Medicaid spending, but Republicans said health savings accounts and more co-payments would be considered.
