Wrap: A right to work measure will be one of the first topics discussed in the House and Senate, according to top legislative leaders.

The bill would allow employees in a union workplace to not join or pay membership fees.

Senate Majority Leader Ron Richard said the measure will be the first out of committee and onto the Senate calendar.

Top Senate Democrats said the measure should go to a vote of the people. However, Republican leaders say Missourians approved it through their elected officials.

Wrap: After a filibuster caused a gift ban to fail last year, the top Senate leader says more time must be spent to work out the issue.

The measure is cited as a top concern of Speaker of the House Todd Richardson, who said it will be the first measure sent to the Senate.

Senate Majority leader Ron Richard said a lobbyist gift ban should be discussed between Governor-elect Greitens and Senators who opposed the measure last year.

Greitens campaigned on a lobbyist gift ban as a top concern.

Wrap: Medicaid changes will be discussed in the General Assembly before any change to the federal laws.

Bob Onder is one of the Missouri Senate's two physicans and in its leadership.

He told reporters that the Senate hopes to make major changes to Medicaid spending, even before Congress makes any changes in the federal Affordable Care Act.

Without citing specifics, the Senate's top leader Ron Richard said controlling the growth of Medicaid spending will be a priority.
