Wrap: Republican Representative Scott Fitzpatrick said the Senate's proposal to take money from various state funds was unconstitutional. He added that senior care can be funded if the state brings in more revenue than expected.

Opponents said the Senate measure would fund senior care with more certainty.

The bill allows for excess revenue to go to senior and disabled care. It also allows the governor to offer money transfers to the General Assembly to fund that care.

The measure must be passed before six Friday evening to be sent to the governor.
