Description: Prevent an local government from losing a power granted by state law for local government of a certain population range if local government's population grows or falls outside that range. Currently, only St. Louis City can retain the statuatory power if its population falls below the population range. The House added unrelated provisions including lower rates for aluminum and steel plants and allowing automatic electric rate increases by the PSC.
