Opponents of the bill have kept it from passing for almost a month. Kansas City Democratic Senator Victor Callahan called it a "Ted Kennedy-esque" mandate, and Republican Senator Luann Ridgeway says the bill borders on socialism.

Description: We're following the big government Russia model of figuring out, "Well, how can we make this industry work? How can we make this product work? How can we do this?" and we've totally forgotten the consumer.

On the other side, the bill's sponsor said bio-diesel would improve the environment. Stouffer said during the debate the bill cannot be put to rest.

Description: Our exports are going up by 35 to 40 percent this year which says to me that our commodities are still cheap.

The Senate debated the proposal for much of the night, and added over half a dozen amendments to the bill.
